There are also researchable civics that you can slot into your government that give any newly made builder's 2 or 3 more extra build lifes. Just slot in the card, if you can afford the gold, if not, wait for next civic to get researched then swap it in for free, place builder orders, swap out the card for a better civic after they are all produced and viola no more worries about needing to produce those emergency needed builder's at a time when all your cities queue's are halfway through producing time laden products.
