as i wrote above, I am trying to assign a governor to my own city not a city state
but yes, i can not even assign Amani to any city state at all anymore aswell, because none of them are listed anymore, since all of them seem to be listed after my own cities
and not even all of my own cities can be seen in the broken UI
according to the internet this has been a known bug since the game has been released, and for playstation and switch there are workarounds for this bug
I opened this thread to ask if there are any known workarounds for pc...
so far the only thing I tried is to click "Reassign" on a Governor in the Governor screen (which opens through one of the buttons at the top left, or when you click on a governor in a cities nameplate), which opens another UI where you have a scrollable list of cities to the left
see screenshot:

Correct. But to the right side of your first two cities you can see a bar, what you can left click (hold) and move down the city list. Or you simply make use of a mousewheel to scroll down the city list, what should show you the cities you're missing...
as a target city Hue is selected which currently has no governor, thats why it says "No Governor Assigned" in the panel below The Surveyor
that is exactly the problem, the game does not allow to scroll down to the last city
there is only a fixed amout of cities within the scroll view length, here is the same screenshot scrolled down as far as possible

you can see, even though i selected Amani, not even a single city state is listed
because the city states are listed after your own cities and I have so many cities that not even all of my own fit within the scrollable length
-------------
ppl have already found workarounds for Switch and Controller, which dont work for mouse&keyboard (essentially if you can toggle through cities with a button, instead of scrolling, you have a workaround)
I was hoping there would be anyone out here who knows a workaround for PC....
Edit:
just counted, its exactly 40 cities, anything above 40 is not displayed for me
as in, an empty circle in the city name plate does not exist, if its empty it gets cut
also even if I click the circle at a city that does have a governor, it simply opens the governor UI, with no difference depending on the city I clicked at
Perhaps you already mentioned it, but you are not using mods, correct?
The problem seems to be due to you having over 40 cities, I guess it can't display more, which is a weird oversight.
If I get a chance tonight I'll take a look and see if I encounter similar.
aka civ6's design philosophy ;) I mean, name one menu or view which isn't lacking ^^
