Why CAN'T I make new Products??

I have more than 3 Silver Deposits, have an Industry of it, used the Great Merchant on it to created a Silver Corporation BUT when I go to the city menu to do the City Project "Create New Product", the thing blacked out and I can't make it.
Note (1) that I already have Stock Exchange in that City with the Corporation in it.

Note (2), this is not a one time "bug"(?) either because I starts new games with different Luxury Resources and it still being the same blacked out City Project.
(Also, not just one Corporation in those new games either. I have multiple Corporations for other new games and it still blacked out for all of them.)

DLC in used : Only "New Frontier Pass" is being used.
No Gathering Storm or Rise and Fall DLC is in use (Or even purchased)

I'm genuinely interested in @Tulle's test, to actually investigate the question at hand... Anyway, there's an actual reason why it is unavailable...or it is a bug. I hope it will get resolved. GL

But I have this tinkling bad feeling that I might have to buy the other DLC as well just to fix this "bug"...Maybe just one of them or both of Gathering Storm and Rise & Fall ........

Rhe Gathering Storm ruleset retains the changes and features added by Rise and Fall so if you opt not to get the latter, you’d only lack its civilizations, leaders, world wonders and natural wonders.

Sorry folks, my test has been delayed a bit, as I live in Florida and my power keeps going out. I will get it done as soon as I can. I am not in a danger area but my power goes out for a few minutes every few hours

Power stabilized around 9 am.

I just finished the first test, and if you don't have R&F and GS enabled you cannot make products. You can make industries and corporations and stock exchanges have slots for products, but the ability to create a product in a city is grayed out

Next test will be just having R&F enabled. That will be tomorrow's project

TBC have you tested with GS, but without R&F?

Glad things are .... stable, at least .... for you at the moment.

TBC have you tested with GS, but without R&F?

Glad things are .... stable, at least .... for you at the moment.

Not yet, but that will be last, since GS contains all the game play features the R&F does I expect it to work. Of course without testing I cannot be sure. I will do that on my third try.

Gathering Storm has all the game mechanics from Rise and Fall; I don't think you can just play with Gathering Storm ruleset. Rise and Fall will also be active.

If you buy Gathering Storm, it will come with all the gameplay mechanics of Rise and Fall. You'll miss out on the new Civs and wonders that come with Rise and Fall though.

For what it's worth, I find Rise and Fall excellent and the loyalty system it adds is one of my favorite additions to the game and I can't play without it now.

Having the DLC for the game really rounds it out, and I couldn't go back to vanilla now.

I just finished the second test, and you can make products with just GS. Sometime this weekend I will try it with just R&F
