Thalassocratophile

Howdy Folks,
I've been trying to do the "Thalassocratophile" achievement and I can't seem to beat it. I tried playing Indonesia on the True Start East Asia map and built 5 cities on 5 different islands within five tiles of the capitol city but failed to get the achievement. Am I misinterpreting what the achievement means by "landmasses"? What am I doing wrong?

The islands have to be 5 tiles of fewer in size not within 5 tiles of the capital.
