Report a translation problem
The Siege Tower does work like you expect it to work, however you may have overlooked an important limitation, which is that it has no effect on a city protected by Renaissance Walls or Urban Defenses. Based on your description, I expect that the city you were trying to attack had Renaissance Walls.
Edit: Also note that the Battering Ram and Siege Tower only benefit melee and anti-cavalry units, so they will also not provide any benefit to your Knights (heavy cavalry units).
Really? o_O Could have sworn it only benefitted the units on the same tile as it.
Most people forget about that simple change.
Your ram and siegetower only work if escorted (or on the same tile) by an anti-cavalry unit like spearmen or pike.
as mentioned above.. the siege tower/battering ram. only needs to be adjacent to the city, for any additional melee/anti cav unit to bypass the walls (up to a certain wall level). any unit adjacent to the city, including the unit that could be on top of/escorting the siege tower/ram can benefit from this bonus.
