The game primarily works based on rulesets. You can only use or see content introduced in the Rise and Fall expansion if you select its ruleset or Gathering Storm's. The Gathering Storm ruleset includes all gameplay mechanics. The smaller civ and wonder packs can be used with any ruleset.
For example, if you wanted to play as or against the Inca which were introduced in Gathering Storm, you would have to create a game with the Gathering Storm ruleset. Likewise, if you wanted to play as or against the Ottomans, a civ introduced in the Rise and Fall expansion, you would need to create a game using either the Rise and Fall or Gathering Storm ruleset. If you wanted to play as or against Norway, a civ introduced in a smaller civ pack, you can create a game however you want and still see them as they were not introduced in a major expansion.
I admit I don't know anything about rulesets. It's seems to be an different game I once played. I will need to explore a lot then.
I played a Civilization many years ago and remembered your tribe didn't matter much. Also it was just some random generated world. I remember I was puzzled why I would build a lighthouse in the middle of a continent far away from the coast until I finally understood the buffs WW gave. I was expecting DLC's would unlock specific stuff. I guess i can push that away and try to understand rulesets
But a quick question is it possible to just start pre-stone age and evolve into space like the original? Possible meeting every tribe of the DLC's? Or the game just isn't like that anymore?
because this is so confusing now :P
Latest DLCs added some content, mainly new civs which are fun to play, but nothing so game changing as governors or weather effects for example.
