How to take over City-State?
Apart from going on war with them and get condemn by everyone in the world. Can I actually take over them without needlessly declare war?

Ir works the same way it works with normal cities but the CS have a +20 bonus to prevent them from revolting. It's doable but you're not supposed to do that, so it's really hard. You need to bombard it with loyalty, surround it with high population cities, be on a golden/heroic age, run bread and circuses on all cities in range, have Amani in range with her ability to decrease loyalty of cities nearby. Basically you need to use all weapons at your disposal. It's more of a challenge than a normal play to do.

Sadly, besides Suzerain status, the only way to conquer a City-State is through military means. There's no influence or cultural influence-based annexation of City-States (that only applies to Free Cities)

It can be done with loyalty, they just have a massive bonus all the time, and it's hard to overcome that.

Don't forget that being a Suzerain with a fully promoted governor can clone all their luxury and strategic stockpiles into your civilization too.

Well, being suzerain gives you the benefit of their luxury and strategic resources. You might use Amani's promotions to get a copy of luxury and strategic resources specifically if you are not suzerain. (or foreign investor doubles strategic resource income if you are suzerain)

It's a mechanic added on Rise & Fall, so you need to own at least one of the two expansions to have it. Cities can become disloyal and revolt, turning into free cities then eventually going to another Civ that have more influence over it.

@leandrombraz Oh, So you mean that loyalty in the city. Yes, I got both DLC (R&F and Gathering Storm). But I don't know how loyalty work with City-State since It didn't display on top of the city so might have miss it.

Let's say I want to take over City-State then how loyalty come in to play?
