So people rated Phoenicia low on list of interest and felt it underwhelming
Let me tell you something. Skip religion, push Casa de Contratacion wonder at Cartography, beeline Exploration civic (for your merchant republic government), begin the process of moving the capitol to any place on any other continent (get the cothon built, etc), and when you reach colonialism civic, slot policies colonial taxes and colonial offices and...

all of your first cities on your original home continent (altho losing the auto 100% loyalty but they probably are sufficient enough to support each other in loyalty) now gain +25% production, +40% gold, +15% faith, +15% growth. No science bonus, but you probably plopped campuses since you skipped religion. Depending on your start or how aggressive you were early, probably 5-7 (average) cities get this bonus.

Question about this: the 'not on original capital continent' bonuses (colonial taxes, colonial offices, etc) - wouldn't this exploit not work because moving your capital means it's not the "original" location anymore?

Even without that, they still seem really strong. The cothon w/ 50% cheaper settlers (and the gov that stops you from losing population) makes it really easy to go wide early on. The settlers have high +2 naval movement and don't have a movement penalty going from coast to land, so I was able to send out un-escorted settlers and plop cities right next to barbarian encampments a few times. Going wide on coasts in the beginning made it so about half of my cities were on separate continents anyway, so grabbing the casa de contratacion wonder and the colonial policies were still really beneficial. Adding to that, the cheaper cothon and the free trade routes from govt buildings allows a wide empire to have a huge maritime trade network up and running pretty quick.

Only thing I can't really figure out is why you'd ever want to move your capital if the exploit isn't applicable (maybe to spam loyalty?), but I still think they're a really solid add to the game.

When you move your "original capital' voluntarily through the Phoenician ability, it still remains your "original capital" even though its a different city.

I can confirm this works. I did the same thing in my win as Dido.

Also I wouldn't call it an exploit yet Snake, as no one is aware of the developers intentions.

The "original capital continent" part relates to ad hoc capitals if the original is captured.

I'm sure, now, using Phoenicia's ability to take advantage of those policy cards and w.wonder stats is by design. After I posted this, I did some reading and found this:

I, too, wondered if it was exploitative, not like it really matters that much. Only cheating myself and people do far, far worse with mods.

What continues to be fun is that you can continue to spread coastal colonies on your new capital's continent with 100% loyalty. :P

I'm taking a shot at Mali right now, too. I put my second city in a spot with many desert hills and busted down Petra. Ridiculous income for so early in game. Neighborhoods can't come soon enough, though. :/

That's exactly why. Under the right circumstances it allows for forward settling, then peeling off cities.

Wow that's awesome. Confusing description, but it makes Phoenicia even stronger than I thought.

Yeah, exploit's probably not the best word. I meant more... taking advantage of the ability. The devs definitely want Dido to relocate at some point, and this is a good way to make sure it happens.

Before GS release, people were discussing which GS civs they would play, which GS civs were their favorites, etc. The discussions are buried far past the 20th page here now, but you can search for threads as "civilization 6 tier list" or some such and get results for here, reddit, other sites...

People seemed to be ranking Ottoman "high" and Phoenicia "not high", but it's kind of panning out to be the opposite, because Phoenicia has unanticipated advantages in mechanisms and Ottoman is stumped by the new resource limit, so they can't just silly spam 15 janissaries/bombards.
