[Gath Storms] Preventing Coastal Flooding?
I built a city on land that will flood if the sea level rises. Is there a way to prevent that from happening? It's still in the classical age so it will be a while before it does. But I'm curious if this city is inevitably doomed or if there will be tech/infrastructure that can prevent the flooding of this coastal area.

Hey! I ran into the same issue and looked for some workarounds. I found that according to the description of coastal flooding and the damage it causes, the affects of the governor Liang should be able to negate them with her tier 2 ability along with all other naturally caused damage! I know its probably late for you, but anyone else you might find this thread might find it helpful!

You need to research Computers to build flood barriers, and you don't get to that tech until the Atomic Age. Flood barriers are produced by the cities controlling the threatened hexes, and they cost much more production the later into the process of climate change.

Flooding is gradual, not all at once. When the flooding process starts and how quickly it advances is determined by how much coal (especially) and oil has been used worldwide by all players. Use is both by units that consume such, and much more by coal and oil power plants. You can track the CO2 and flooding levels in the World Climate screen, but you don't have to start tracking this aspect of climate until players start producing units that use coal (Ironclads, for example), and especially coal power plants, which become available at Industrialization, an Industrial era tech.

The bottom line is that, if you are a tech leader, and if you don't overuse coal power plants yourself, and if you can get to Computers before too many of your competitors have got to Industrialization and started using a lot of coal, CO2 levels will be low enough that flood barriers won't cost much production and you will be able to protect every threatened tile with ease. You should prioritize flood barriers as soon as they are available, because if you wait until the process of climate change is further advanced and the waters have already started to rise, the flood barriers cost a lot more production.

Your low-lying coastal tiles are only doomed if you fail to get to Computers in a timely manner, and if you have a lot of competitors who build too many coal power plants.
