How to culture bomb?

2 turns ago, Mapuche Empire just culture bomb my territory. Of course I won't be mad if it just a normal territory but that's my URANIUM. Again, Mapuche Empire "IS" my alliance and this guy just stole my uranium without a war. *feelsbadman*

I want to do the same with him to take my uranium back. enlighten me how to do it, Thanks.

You need to have the ability to do it. Poland culture bomb when they build an Encampment or Fort, Australia when they build a Pasture, Khmer when they build a Holy site and so on. There's a religious belief that give the ability to culture bomb with Holy sites, There's a Great Engineer that give the ability to culture bomb with Industrial Zones and now GS added a world congress resolution that give that ability to a chosen district.

The Mapuche don't have the ability to do it, so they either have the belief, the Engineer or the resolution that do that passed in the last world congress.

culture bombs only happen if your civ has the ability to do so or you got a wonder that does that, otherwise you cant culture bomb at all.

There us a great person that allows you to culture bomb when you build an industrial district, and certain civs have specific skills to do it.

It´s very rare, my sujestion is that you usa a giant death robot
