apadana no longer giving envoys?

I have built it in a few games and it does not appear to give 2 envoys. any one else have this issue since expansion?

I've seen at least one other report that it's not granting envoys on building it - but is doing its job on future wonders.

yeah, future wonders it is working for, but i just built it again and it did not provide any

Didn't give me any either when I built it. Figured it was a mod causing the issue at the time but it must just be a bug.

I'm running Civ 6: Gathering Storm without mods, and can confirm on multiple playthroughs with several different civs on various settings that initially building the Apadana provides zero envoys. If this is intended functionality, the Civilopedia needs to be updated. Otherwise, this should be a simple bug to squash.
