Why Panama Canal, but no Three Gorges Dam?
A Canal improvement was added and a wonder was as well, so why isn't the Three Gorges Dam added to the game when there are dams?

Because they chose to do other wonders instead. Not every cool thing will make it in the game.

That is not anywhere near as famous as the Panama Canal. I doubt people in other countries have even heard of it. Plus it has no real history.

They have things like the Casa de Contratación in the game, which I have never heard of in my life. Civ 6 even has voice acting for about half a dozen other languages, so it's not exactly meant for English markets alone.

Also, the Panama Canal seems to be pretty weak, even for a Civ 6 wonder. Well, it's up to the devs in the end.

The Great Bath is pretty much the wonder version of the Dam, so they did add one. Maybe they couldn't think of a fitting bonus to give to a lategame Dam wonder or had to put their resources elsewhere.
It could still make it in later, I mean we got another Temple wonder this expansion so maybe they'll revisit the idea in the next expansion.
I'm surprised you didn't say Hoover Dam.

Namely they go after things that are well known.. and that'd be my pick for a dam.

It was the Hoover Dam in the earlier versions of the Civ games, then the Three Gorges Dam in more recent versions.

The issue, given the environmental emphasis in some aspects of this version, may be that large scale hydro-electric schemes are no longer seen as entirely beneficial as their negative impacts on the ecology of entire regions becomes apparent. Even apparently small things can have major consequences. I watched a television documentary about the state of the Yangtze river recently and was surprised to learn that the Three Gorges Dam has elevators that can lift ships displacing several thousand tonnes but does not have fish ladders - so it blocks fish migration to spawning grounds which is damaging or destroying river fisheries that people have relied on for generations. There are many other examples of damage, both economic and environmental, resulting from dams (with or without hydro power). So maybe they are not so wonderful.
