In Classical era i would say the Aztecs or Nubia (depending on your playstyle), as they both have some strong early game units. Nubia can just rush Archers and take whatever they want until defensive buildings get a thing and the aztecs can just mass produce their warrior replacements while still improving their cities with dozens of captured enemy units.
For medieval and rennaisance era i would say Korea, as they're the best science based civ and getting faster through these and ongoing eras will have a huge effect on your combat strength overall, especially because most of the units gets way more effective than previous iterations due to the raising numbers of streets, bridges and removed woods.
And from industrial and ongoing eras it's definitely germany (might even be dominant in rennaisance, if they're lucky enough). Their Hansa is just plain OP and once they've spread it all over the place in no time, there's no chance that anyone else can compete with the ridicoulus amount of production even in smaller cities.
The spearman does have 25 attack power, while the warrior does only have 20, so they're better in this situation and you also want to produce anti chivalry in advance anyway to counter his Knights once he can upgrade the war carts.
