Maybe it's because they don't attack because you are powerful. If you were crappy they may be more likely.
And yeah, there's no reason for the AI to fall out of their role, just because a human player is about to win. getting like 7 DoWs out of nowhere for no apparent reason wasn't that fun and immersive to begin with anyway for most players. But you can obviously still just declare war yourself on everyone, if you feel like you need that pressure at the end.
Hmm, maybe I will try to play at a higher level. I normally play on Prince difficulty.
The game punishes war harder than Civ V, the grievances system works the same for both the player and the AI, they get denounced in mass.
That being said, you have to piss them off enough, some I can remember of the top of my head that are super easy to go to war with are Spain (for any reason), Australia (always surprise war) and the Netherland (don't trade with her).
Higher difficulties makes it more likely for them to go to war. (or just dislike you).
You can also try to turn off your DLCs, I remember them being more 'trigger happy' with the old grievances system.
