Denounce Denouncer?
Why can't we denounce someone who has denounced us? It seems to force us into a Surprise War if we want to declare War on them? Luckily, there are usually other pretexts available.

Not exactly the same. If you denounce you get a diplomatic bonus with other leaders that denounced that leader and a penalty with his friends. If you get denounced you get nothing.

You can’t denounce him back like civ V, reasons other have explained.

Not sure about casus belli, I’m sure I denounced Japan and declared protective war to help my city state in the same turn.

Or you can’t use casus belli immediately if you got denounced?

If I try to declare an ordinary war on someone, if I denounce first and wait 5 turns, I can avoid the Surprise War penalties. If he denounces me first, the Diplomatic Menu normally force me to choose a Surprise War if I want to go to Declare War on him any time during the 30 turn period. This is what I am complaining about.

Later in the game, additional ways of Declaring War open up.

Most of the time I just wait to be Declared War on, and then fight that Civ.

I believe it's just "You cannot use casus belli of Declaring a Formal War (against a civ you've denounced or have denounced you) until like 5 turns after the denouncement" but other casus belli are still available if conditions meet.

I am saying that since I can NOT denounce someone who has already denounced ME, I can NOT get the option to Declare Formal War on him. The Civ 6 program will NOT let me do this. I can only do a Surprise War, with bad penalties to warmonger, or wait until some other Casus Belli becomes available to me. But early in th game those other Casus Belli are often not available either. So I end up with a choice between a Surprise War or wait for him to Declare Formal War on me.

All I am asking for is that after 5 turns have passed since he denounced me, that I have the ability to Declare Formal War on him, just like he can Declare Formal War on me.

Also since I can not denounce him, he does not get any negative diplomacy hits with other World Leaders, but I do get those negative hits. So there could be a strong tendency to denounce FIRST, if you expect someone to denounce in the near future. That gives you rather than him the ability to Declare Formal War, plus he rather than you gets the hit to relations with the other Leaders.

In fact, that is what I am trying in my current game, Denounce First against someone I know will be denouncing me if I wait.

You should get the Formal War right after the other denounced you.
If you are not getting that, something is wrong.

Are you using mods?
Be sure to verify your game files. Also, don't declare war by just moving your unit on top of theirs, but go to the diplomacy screen and declare there.
