When I try to play France in the true location start I always lose because pressure from other cities. How can I avoid this?

You should focus on food production mainly for population and building a small army. And, send someone south-east to find the Matterhorn, so you get a free governor, or, go to find the Cliffs of Dover, in the north, for the same reason.

Then you should go for Wilhelmina. That should somewhat solve your loyalty issues. It's a rough start, but once you get rolling it's fine.

My advice would be to not play on TSL maps as they are not balanced or to use a modded version.
However, what you could do is, depending on which TSL you are playing on, limit the number of European civs using the leader pools so that there are fewer civs crammed into such a small area. Fewer civs means less loyalty pressure.

I've encountered the same problem with several other civs. In the early game, if you roll your neighbors too close, just restart, because there is nothing much you can do. Alternatively you can choose other civs manually, making sure you'll have enough space to grow

Also I recommend GoldenAge - Brave New World mod. It favors building less, but bigger towns. And more important, this stops AI from spamming cities everywhere it can
