However, what you could do is, depending on which TSL you are playing on, limit the number of European civs using the leader pools so that there are fewer civs crammed into such a small area. Fewer civs means less loyalty pressure.
Also I recommend GoldenAge - Brave New World mod. It favors building less, but bigger towns. And more important, this stops AI from spamming cities everywhere it can
Then you should go for Wilhelmina. That should somewhat solve your loyalty issues. It's a rough start, but once you get rolling it's fine.
