Leaders missing from multiplayer pool, but still can see the new ones i dont even own.
idk why but for example seondeok isnt in the list when playing multiplayer, but joao which i dont own, or vietnam are there.

why? how do i fix this?

The game mechanics from Rise and Fall must be active in order for Seondeok to be playable. If the game you are joining is set up to use the base game rules only, instead of either the Rise and Fall or Gathering Storm ruleset then she and the other leaders released with the Rise and Fall expansion will not be available to play.

As for why you have the option to play Portugal or Vietnam, I assume that the host has them and the game is giving you the option for that reason. I thought that you would need the corresponding DLCs yourself in order to play them, even if the host has them, but perhaps I am wrong.

Remember now you can "ban" some leaders from the pool. Korea and Maori are common bans for they are insanely powerful.

they dont, we all bought base game with gathering (except me who bought RnF too), but it still shows characters nobody have. but those i do from Rnf wont show.

for example, i bought hamurabi, nodoby else has it, the host either. but i can still use it.

Make sure the game that is being created is set to use the Gathering Storm ruleset in order for the maximum number of leaders to be available to everyone. Note that those who have not bought Rise and Fall would not be expected to be able to use the leaders from that expansion unless they buy it.

Also, make sure that you have Rise and Fall enabled in Steam, installed correctly, and enabled in your game. If any of those conditions are not true then you wouldn't be able to use the Rise and Fall leaders even though you own the expansion. A quick way to check this is to go into game creation for a single-player game and look to see whether the Rise and Fall leaders are available. If you have one of the valid rulesets selected and the expected leaders are not available then one of those three problems with Rise and Fall exists and is the reason you cannot use those leaders in multiplayer games.

This is the expected behavior. You bought a DLC and so are able to use the leader from it, and those who have not bought that DLC cannot. Any other player who wanted to use that leader would need to purchase, install, and enable that DLC before they joined the game.

well if its expected behaviour then i should be able to use sendeok and hamurabi, instead of just hamurabi, since host nor anyone have either of those. why can i use one, but not the other.

we play gathering storm, since we got all the other leaders and rulesets, but for some reason the game only shows dlcs outside RnF that nobody owns like vietnam or portugal, but wont show me RnF leaders lol

No, that is not necessarily correct.

Hammurabi does not require any particular rules set, and so would be expected to be available in all circumstances.

Seondeok requires the Rise and Fall rules set, or the Gathering Storm rules set (which includes the Rise and Fall rules set). She will not be available in games created with the base game rules set, by design.

So, if a game were created with the base game rules set then someone who owned Rise and Fall plus the Babylon Pack would be able to choose Hammurabi but not Seondeok.

In that case the solution would be to use either the Rise and Fall or Gathering Storm rules set to create the game, instead of the base game rules set. If you prefer to play with the base game rules set then you will not be able to use Seondeok in that game.

A) Rise and Fall is not enabled in Steam, or

Another possibility is that a mod that you are using is intentionally or unintentionally preventing you from selecting Seondeok or the other Rise and Fall leaders.

In this case you will need to identify which of those conditions exists and correct the problem before you can use Seondeok and the Rise and Fall leaders.

but if gathering storm got the same ruleset as RnF then i should be able to use them even if host doesnt have RnF but is using GS ruleset.

We never play base game, cause we all bought GS, so theres no reason why i cant use RnF leaders just because host doesnt have them.

I know that I mentioned what the host owned in an earlier post, but based on the information you have subsequently provided I do not believe that what the host owns is a factor in your situation. That is why I did not mention it in the post you just quoted. The reason why you cannot use Seondeok is in that post.
