Does Gathering Storm include content from Rise and Fall?
I came across the review that advices against buying Rise and Fall as Gathering Storm includes Dark Ages and Governors and R&F would only add a few new civilisation to the mix. Is it true?

Can I skip Rise and Fall if I intend to only buy one of the DLCs for now? I can't find clarification of it, either I'm blind or it's very unclear.

Yes, it's true. Gathering Storm contains all the gameplay mechanics of Rise and Fall. The only thing Gathering Storm doesn't have is the Rise and Fall civs, wonders, and city states.

It includes the new game mechanics, but doesn't include the new civs, wonders and scenarios.
