Military units vs religious units
As far As I have ever seen, MY military units can't touch anybody's religious units. Likewise, I have NEVER seen any City-State's military units eliminate somebody's religious units. Or any other civ's military units eliminate somebody's religious units.

SO WHY IS IT that Barbarians and Free City military units CAN take out my religious units?

You can purge religious units of factions you're at war with, and barbarians and free cities are always at war with everyone.

Ah. That might explain it. I am _rarely_ at war with anyone.

The only other way to “condemn heretic” (the action whereby military unit eliminates religious unit on same tile) is for the world congress to select that religion for the B result of the World Religion resolution.

Yes, the only way to be able to take out AI Religious units is to be at war OR, to vote in a World Government vote to be always able to condemn a certain religion and have that go you way.
