i am pretty sure there are no active/updated mods for this feature. and it is a feature with civ 6. there is also no option available to disable like in civ 5. you can however beef them up a bit in the beginning.. with mods like;

but keep in mind however, whatever you use to beef up city states vs the ai, could also be used against you should they levy those units from a city state they control.
