City States adjacent to Natural Wonders
Why is it that majority of City States in a game usually settles next to Natural Wonders? Is it in the vanilla game naturally or is it mod-related? Needing some answers here.

It's normal. I think the map generation makes it so that players don't start too close to the natrual wonders because it could give very unfair advantages from turn 1, and then city states are placed at some distance from players, which puts them near the wonders very often.

Math.
More city-states = more chances to be assigned a start near a Wonder.

Also, just like any AI player, they will move their settler to the tile(s) with the best yields. If there's a Natural Wonder in reach, they will settle on it, because those tiles have extra yields.
