Bugged disaster animation
Anyone can tell me is it a game play bug or mods that's causing this animation bugs?

It's a patch bug, not a mod issue. This was even spotted in the Developer livestream the night before the April patch was released. Someone pointed it out over at civfantics during the livestream thread:

Sometimes volcano animations do not play, flood animations do not play... all of the climate events can bug out visually. Just the other night I had submarines swimming across land because the islands were sunk, but not visually.

Restarting the game has always fixed it for me (whole game, not just a save reload).

Tried restarting the game, no fix so far.

Strange, whenever it happens to me I just quicksave, exit to desktop, then start back and it's fine. It'll pop back up randomly at some point after an event in the future however.
Yeah. Ive been playing with the Environmental Skin Mods only. But tried disabling it alas its still bugged

Found the culprit:

At the beginning of my new turn there was a flood. Animation played, disaster popup happened as normal, everything had been fine this whole game. I went to move a builder over to repair the damage but before I left his hex, I decided to build a mine. A regular mine.

As soon as the mine popped down the whole screen very briefly flashed and all the climate animations (volcanoes, the flood that just happened, everything) disappeared instantly. So it's something tied to you making improvements that triggers it, perhaps doing it on the turn a disaster happens.

I quicksaved, exited to desktop, and reloaded. Everything is fine now (temporarily I'm sure).

But this isn't a mod, I was playing modless. It's a visual bug in the April patch.

I think it only happens in DX12 and they are working on it. Give it some time and they will fix it. They are proud of their graphics and wont let this stand. Now fixing the AI? Naw, that's up to the MOD Community.
