Hmm, if it's the game settings, I understand a bit, but logically it's stupid. What do you mean access to the sea ?. The fact that it lies by the water, whether it has connections through a canal or whether there is also appropriate technology owned by a third country.

The amount of gold you make from the sea routes is huge though.
"International Trade Route Trade Routes can only be sent to cities on the coast or with a Harbor, but gain a +50% increase to all yields. Traders have +50% range over water, and can embark as soon as they are unlocked."
The cities starting and ending the trade route must be coastal or have a harbour on the 2nd city ring. If the harbout is in the3rd city ring it will not be possible to make the trade route.
Did that not get fixed in the most recent patch?
Not sure about that. I am playing Portugal these days but haven't really noticed if that's changed. Gonna pay more attention to see if that's the case.

Funny one. 2nd ring harbour but has a mountain between it and the city center, so doesn't allow trade route because it forces to go through 2 land tiles before reaching city center.

The mountains of money you make with your trade routes more than make up for it in my opinion. An excellent civ.
What took you so long? just research ships and trade routes as fast as possible and you're already good to go. From there on just concentrate on cramping as many cities onto the coast and onto islands as possible (yes, even on small 1 tile-islands. They can easily output 200+ gpr). Also get the Minerva-Society if you're playing with secret societies, so that you can get 2 trade routes per coastal city
And from there on it's just all about improving your trade route capacity. It's easily possible to get 3000+ gpr when entering the late mid game (not to mention the production and science you're producing on top of that with like 40+ trade routes), where you can literally just buy whole armies within a blink of an eye. I once doubled the military strength of the strongest civ in an game within ~10 rounds, just because i felt like i needed some action.
