Edit: I retract that. The one Civ I tried to sell to was just a ♥♥♥♥.
Put all your great works in your cities with the most wonders that you don't need, and then give those cities away! Preferably to the civilization that has the most tourists that you haven't attracted yet (if it won’t result in THEM winning, otherwise give them to someone else).
This should greatly shift the tourist focus so that you can resume your other goals. And as an amusing bonus, if the city that you gift them is from deep in your empire, it'll rebel real quickly, so it won't be of much use to them anyway. Then if it rejoins you too quickly, you can just give it away again.
