In all seriousness though, diplomacy is shot as it is and even formal wars with proper casus belli wreck your reputation like nobody's business. Just expect to have no meaningful interaction with the AI if you ever take anything at any point beyond the ancient era.
Also, what the year is doesn't matter. What's important is the era you're in, as the later that is, the more severe the warmonger penalty. Should've taken that city state a lot earlier.
Wrong.
It's worse.
Even if they do declare war on you they may not Casus Belli, and they will suffer War Mongering penalties for that. The Civ game program gives greater War Mongering penalties the later in the game it is, and governments/policies can have an affect also.
To be fair even if you take out City States in the ancient era, it won't be long before everyone resents you for it anyway.
I would see Russia attacking someone. I'd love to say, "hey, I'll come help you fight off Russia and we can be homies" but it's just not built into the game. If I try to defend them, i'm a warmonger. this is probably the most disapointing thing about the game.
well, that, and the previews made it look like there's a cool 3rd person view of the world but it's basically a 2.5d side scroller. ok,, i'll shut up now.
