Capitol City Not Growing Despite Surplus Housing and Amenities
My capital city (playing as Aztec) is stuck at a population of 8 and it has 14 housing available and +6 amenities. It says that the city will grow in 0 turns, but it doesn't and keeps saying that turn after turn. Is this just a glitch? I am bummed because I had a good game going!

Try buidling an aqueduct. I have grown cities as large as size 30.

Do you have excess food production? That may be your problem. Zero turns may mean NEVER, not next turn.

The game sucks at showing you where you can do, one of your citizens are probably sitting on a resouce that doesn't provide food and when you click on the city you can see what they are on.

Also on the left bottom bar is an option for some reason isn't perma on to turn on resources so they are visable.

hey im having the same problem. content amenity status, +6.6 surplus food, 4/7 housing, 0 turns to growth! Aztec too....

I have observed a city does not grow if it has been recently captured, regardless of food output. Obviously this would not apply to your capital (or any city that you built from a settler).

0 turns means you don't have enough food. You need 2 food per population just like every other civ game. Check in your worker screen and see what your food surplus is.

If it all adds up there and you still think there is a problem/glitch, a screenshot might help. :)

Is city ai gone bad so it doesn't produce food? Before the update never got a problem with france but now I had one.
This has to be a bug. I have a city with +7 amenities, 1/8 housing, and 7 food a turn and it won't produce citizens. (Formerly a Sumerian city, but it rebeled and was captured so it should have growth, but its stuck at 0.)

Is the Sumeria Civilization still alive? They may have to cede control of that City to you before it will grow (or else Sumeria has to be totally dead, i.e. control NO Cities).

This one might be explained by loyalty. Distant captured cities with little to no loyalty, even without competing opponent loyalty, still have an unrest factor. See this screenshot.

You see in the citizen growth tab, the unrest value is -100%. This means the people there don't like you and every yield is -100%. Whatever source of loyalty should remedy the issue over a short time.

edit: I just realized op's post is necro so I have edited my response to it, because it is moot 2 years later.

edit 2: Thinking further, I've realized if รђเ๓คкคzє does not have Rise and Fall expac, then there can be another reason for the unrest. If said opponent is "still alive" (still has at least 1 city) and you have not diplomatically convinced AI to "cede" the city, production of all manners can be adversely affected, as Dray Prescot depicted. With the R&F expac, while this option can still appear in the diplomatic window, it is pointless with loyalty.
