Do you have excess food production? That may be your problem. Zero turns may mean NEVER, not next turn.
Also on the left bottom bar is an option for some reason isn't perma on to turn on resources so they are visable.

You see in the citizen growth tab, the unrest value is -100%. This means the people there don't like you and every yield is -100%. Whatever source of loyalty should remedy the issue over a short time.
edit: I just realized op's post is necro so I have edited my response to it, because it is moot 2 years later.
edit 2: Thinking further, I've realized if รђเ๓คкคzє does not have Rise and Fall expac, then there can be another reason for the unrest. If said opponent is "still alive" (still has at least 1 city) and you have not diplomatically convinced AI to "cede" the city, production of all manners can be adversely affected, as Dray Prescot depicted. With the R&F expac, while this option can still appear in the diplomatic window, it is pointless with loyalty.
