Really stupid question about harbors
Is this correct to assume that for the purpose of city placement, in CIV 6, a city one tile inland will ''count'' as a coastal city once harbours are ressearched ?

(Trying an UK game)

No. Coastal city would benefit from access to water (+1 housing). Harbor gives you benefit of working sea tiles and recruting sea units, as well as unlock ability to build wonders that require to be placed next to harbor (after tech).

Only cities founded right on the coast will count as a coastal city. However, you are not needed to found it on the coast just to get harbors. As long as you can reach the sea, you will be able to place the harbor.

between my city center and the ocean tile are three land tiles. i bought all land tiles but i can't buy the ocean tile. will my borders expand to the ocean tile in the near future or will i be able to buy the ocean tile a bit later and will it be finally possible to build a harbor for that city?

Your borders will naturally expand beyond 3 tiles, however you wont be able to put a harbor out there because that ocean tile is 4 tiles away from your city(has to be no more than 3 tiles away).
You can only buy 3 tiles out but borders will expand beyond that(although your citizens wont work anything beyond 3)
