Bug: Troops can't attack from surrounded city
I was under siege from every side by an AI who declared on me and surrounded one of my cities. I had a single unit stationed there and built an extra one, however when the second one was built neither troop could attack.

Because they can't attack, I can't fight back. This needs to be fixed badly.

I do not believe that to be a bug. Your problem happened many turns earlier when you didn't create an environment wherein you'd not be so overwhelmed.

its called sieging... check up on history many many old wars were fought that way... never let your city (specially if you only got one get surrounded always have atleast 1 tile free and as other poster said you should see an attack like that coming many turns away...

It is a bug, because when there was only one unit in there, he was able to fight back.

Whether or not the OP sucks as a player, neither of you guys think the situation he describes sounds like a bug?

It sounds like he ended up with 2 combat units stacked on the same tile after producing the 2nd one, so the game is probably forcing him to Move one out of the tile, but Move != Attack, I guess, and he can't do either because he is surrounded?

At least Civ6 is being Istorical in that sense because nobody ever sallied out of a siege evar before in Istory, surrounded or not, evar.

Interesting situation - would it have let the (melee) attack occur if it would have killed a defender and allowed the attacking unit to move out?

OP doesn't mention it but is game stuck because he can't end his turn (because he can't move unit that is required to move)? Well, I guess you can delete one unit still.

Not exactly a bug. More of an unavoidable consequence of the game mechanics. The second unit has nowhere to go, and the game can't progress/compute the turn with the units in the same space. Meaning the only solution is to delete one of them. At least it will refund you gold and you can start attacking with the other unit again.

I wonder if it would let you form a Corps in that situation?

I just experienced this too so it's clearly not "fixed".

You cannot end your turn without deleting one of the units.

If this is intended behavior then it should absolutely stop construction on units.

Definitely a bug. You should not be allowed to produce new units in that situation. And to the poster saying 'It's a siege' as others have said the option to ride (or march) out and face the siege is normally always there. Frankly though the only reason there are stacking limits at all is gameplay. Your city has a population of how many but give too many of them weapons and suddenly they are literally too big for the city? Pardon? Heck, your city does not even lose population from forming troop units....

Especially considering this is from 2016, I haven't played for so long I have no clue if this bug/flaw in gameplay is still a thing.

I can see the issue here in that it is not possible to move one of the stacked combat units out of the city. What I do not see is that the problem is caused by a game mechanic. The real cause of the problem is letting the city get totally surrounded on all sides.

Simple solution (other than not getting yourself into that position) is to go back to the last autosave and switch production to something else and go back and build the unit when it can get out of the city.
No bug.
You can't attack when there are two units on the same spot...You can't stack.
Simple.

I mean... at that point the city and the game are probably lost no matter what. If your new unit was allowed to move out it would get killed instantly...
