I'm not sure what that means but you can find that same mod in the workshop now. All that requires is hitting subscribe and you're done.
It means the contents are packed and compressed in a single file, a ZIP archive. Windows has native support for those. You can generally just put the .zip file in the place where you want the contents to go (in this case: My Documents/My Games/Sid Meier's Civilization VI/Mods) and right click the file. Then choose "extract here..." or something along those lines.
Also, it would help you immensely if you got to know Windows a bit more then you currently do. Because that's really basic stuff.
