buy once or twice?
If I buy a copy on the PC steam can I use also use the Mac version or do I have to buy another Mac copy?

You only need to buy it once.

Two. Its like buying a pc game and getting a ps4 copy you need a separate copy i would think

No, it's not. It'll download the right version depending on what OS you're using.

I played Civilization VI on my Mac with boot camp before the Mac version was released. The same thing applies to all games on Steam that have the Windows and Apple symbol.

It's now conventional on Steam, for any game available for more than one of the Steam-supported platforms, to make the game buy once, play on all available (Steam-supported) platforms.
