That is NOT a fix! It's merely a workaround.
Admittedly, I am running a couple of MODS (Sukritract's Simple UI Adjustments, Better Report Screen (UI), Extended Policy Cards, Detailed Map Tacks) and the only one I can even fathom affecting the City State screen is Simple UI Adjustments. My guess (and that's all it is) is there is code break in the AddCityStateRow function pointing to the kCityState table.
This doesn't happen often so it's difficult to confirm if it's a MOD conflict or not.
Any other ideas?
