Occupied no growth

I'm confused. I captured a city ages ago and it just says 'Occupied no growth'. How do I make it grow??

I captured the enemies capital and that's growing. Confused...

I'm having the same problem as Dakota Strider. Macedonia attacked me, captured one city, I managed to defeat their army, and they wanted peace. I requested they return the city they captured as part of the peace deal, they agreed. I got the city back, but it has the "Occupied" status and won't grow.

I have this same issue. I captured all of the English cities and one, their former capital, is showing occupied and no growth. I cannot remember but I think it may have fallen to another civ at one point during the many wars that have gone on, and I assume that is where the issue lies. I guess I need to take down another civ to see what happens.
