Occupied no growth
I'm confused. I captured a city ages ago and it just says 'Occupied no growth'. How do I make it grow??

I captured the enemies capital and that's growing. Confused...

Usually that means you haven't ended the war and been granted it in the peace treaty.

If the war is already over, I have no idea.

The war is over, there are tiles that have been improved, the city still has 0 growth...

The civ you took the city from has to "cede" the city to you. Otherwise it is in perpetual "rebellion". Remember to have the cede in your peace agreement. Another route is to take out the civ. You have to take all their cities and they will automatically be ceded to you. I hope I spelled cede correctly.

I see, that makes sense. So you can't annex cities like in Civ 5 then?

I'm pretty sure I've ended the turn after I captured their capital though. Shouldn't this city end its rebellion?

Nope. It remains as a no growth city until it is surrendered by the other civ or the other civ is vanquished from the game.

The problem is that it's not explicitly laid out anywhere. I found out how it worked by accident in my first game, initially just assuming that there was a "courthouse"-like building later in the tech or civics tree.

I fully annexed one nation, who had taken a city from another. So I now have to declare war on the second nation to cede it to me....surely this is a bug

They will eventually cede it to you but will denounce you forever for taking it.

Surely it is a bug. I have received entire Greek civilization (6 cities) and a city state from Aztecs as deal for peace treaty. All these cities and city state are in status Occupied: no growth. And that is so bad. I had an option to liberate/keep/raze. I kept all of those, especially those that had wonders. And now they are so weak but could be great.

Upd. Defeated Aztecs and liberated greek capital. killed them again and all the citites are still occupied. Stupid bug really.
And city state is occupied as well.

Similar problem, but it is even worse. Zulus captured my city, then sued for piece, and gave my city back. But that city now gives ME the occupied, no-growth message. War is over, Zulus are friends, and there is not an option for them to cede the city back to me in trade options.

Similar: I purchased a City-State from another Civ that had captured it/owned it. It has remained "Occupied: No growth" for at least 20-30 turns, maybe longer.

I'm not at war with anyone now. I wasn't at war with anyone when I purchased it, and haven't been since. ¯\_(ツ)_/¯

When you do a Peace Treaty with a Civ that you took a city from, you HAVE to include cede that City as part of the Peace Terms. Otherwise you will be an occuppier and get no population growth. There is ONE exception, if the previous owner is DEAD, then you are no longer an occuppier and no longer get the growth limit.

However, I think that if in the future you have a new War with them, then you MAY get the occuppy growth penalty back again. Also, the cede City effects, MAY be limited by the 30 turn duration of the original Peace Treaty and you MAY have to negotiate a new Treaty ceding those Cities to you again. (I am not 100 % sure on the MAY comments)
