AFAIK that's only possible in the future era, where the decay is -2/turn. How many cities you're occupying doesn't matter, the decay penalty for occupying normal cities is always +1, and +3 if you occupy their capital. So if you occupy a capital in the future era, then your grievances will increase by +1. From the ancient to the atomic, it will always decay by at least -1, as long as you're at peace with that Civ.
