Can't find AppOptions.txt (Windows 10)

Brand new to CIV, and whenever I open it, it won't go to fullscreen. It seems like the best solution is to change AppOptions.txt, but as far as I can tell, I don't have that file. I checked the suggestion at the bottom of this thread (https://steamcommunity.com/app/289070/discussions/0/340412122418751093/#c3069740688725075810), but that setting is off, and saving a new game did not create the necessary files. Any help would be much appreciated

It should be in your Documents/My Games/Sid Meier's Civilization VI folder and not in the Steam folder.
