Warrior Monks
Did warrior monks get nerfed more?
I coud've sworn they got the benefit from Scythia's attack bonus against weakened units and heal on kills.

I really like the idea of warrior monks but they get so few bonusses already, now they can't even get civ specific bonusses?! :(

Warrior Monks ought to benefit from Tomyris' ability Killer of Cyrus. I haven't tested recently to be sure that they still are, but if they are not then that is probably unintended. If you are using any mods then confirm that they are not responsible, and if not then report the problem to Firaxis.

No mods and no add ons active, didn't get +5 damage against damaged units.

My guess would be that the reason for this (mechanically) is that the warrior monk is a religious unit, and I'm assuming that her bonus isn't applying to religious units. That seems like a bug or a design flaw to me, though, because the bonus does not state that it does not apply to religious units. So, you may want to file a bug report with Firaxis.
