I expected it would be, but I was hoping for another Native North American Civ, or if they had to go European Romania/Wallachia, but this probably rounds out the official additions for Civ 6.

We are never seeing Opium, Civ6 tries to keep things more PG than that.
Another season pass would be welcome, though I feel there's scope to make another DLC pack if they wanted to. There's plenty of ways they could develop the game without moving into fantasy/sci-fi.
Here's some things a new DLC could include:
1) Expanded economics mechanics and a dedicated economic victory condition.
2) Expanded city building mechanics - both City Lights and Urban Complexity mods show there's lots of scope to develop this aspect of the game.
3) Health and medicine - there's plenty of scope to develop this beyond what's currently in game. Developing medical care through the ages, plus waste disposal.
4) WW2 and Cold war antagonisms from Brave New World - I'd like to see this back in Civ 6
5) A dilemmas system similar to what's in Galactic Civilization.
6) Beyond Earth had an evolving traits system and it also had some options to tailor your start as well as the world settings - both of these were good ideas that I'd welcome seeing again in Civ 6.
7) Expand the loyalty system - there's much that could be done here to really develop it beyond just being a city population pressure mechanic.
The main trick is to make sure that any additional mechanics are fun, challenging, and engaging and don't just feel like busywork or something that will overwhelm the AI. Some of this stuff they've already done/touched on in previous civ games/ scenarios too.
As far as 6 being bloated, most of the systems from 6 were improved versions that were made in 5
Like what are the core systems in 6 that are actually unique to 6?
Civic Tree, Districts, Governors, Power, Eurekas, Weather, and Policy Cards?
After that its a parade of minifeatures from the season pass that allowed them to do all sorts of experiments, as if testing if they should invest more into it...
