Likewise, the latest New Frontiers dlcs are required for those civs, so as suggested if you want to get them all, you are probably best served getting the full pass. You could pick up the individual packs over time as well. Just know that there are two alternate leaders (Teddy Roosevelt - America and Catherine de Medici - France) that offer a different leader ability (and graphic). These two can only be obtained if you buy the full pass.
Also also, if you are looking for Heroes (like Hercules and Sinbad), then you will need the Babylon pack. There are 6 individual packs that comprise the New Frontiers pass, each brings one or two civs/leaders and an optional game mode. Probably best to look up some info on the pass to see what comes with what to help decide what to get.
