Theatre Squares should provide Tourism equal to Adjacency
It's weird that for Culture Victory, a lot of sources of Culture doesn't really contribute to it...

Using the cards that make the Culture District and the Culture District buildings provide more Culture actually does very little to nothing towards an actual Culture Victory

It honestly just feels like bad design, and all these features should be built with how the victory works in mind.

In the context of cultural victory, culture = defense, tourism = offense. If you could turn all your culture output into tourism then that distinction would vanish, to the detriment of the game.

Indeed, but I'm saying for offensive tourism, your theatre square placement is essentially irrelevant, which feels jank

Maybe it could be limited to a card
World Theatre: "Theatre Squares generate Tourism equal to 50% of its adjacency."

Edit and Maybe
International Museum: "Theatre Squares with +4 Adjacency generate 1 Tourism for each Great Work, +1 Tourism if City Pop is 15 or higher."

I could see a case for Entertainment Complexes and Waterparks to gain that at some point in the game, but I feel like it should probably not be Theater Squares.

Ooh thats not a bad choice, but that would require basically a complete revamp of those districts

Since currently there aren't any adjacency effects for those, but I fully love the idea of adding it.

Theatre Districts get Great Work slots for generating Tourism. Passive Tourism (from any source) is a lot stronger and stacking added tourism on top of the existing mechanism would be ridiculous.

It's not like winning with Culture is hard as is, so you'd have to come up with some reasoning for the change other than it makes sense to you.

I kinda like the idea, because if you are going for tourism victory, lategame your culture, and thus all culture-increasing cards, stop mattering because in the process of gaining tourism you are inevitably ramping up your culture through theaters. Theater adjacency giving tourism at some late stage of the game might again make at least the adjacency cards relevant not only for someone who defends culture victory, but also someone who is pushing it. But I agree that the overall amount of tourism in the game is already plentiful, so probably other sources would need to be scaled down if this was ever included.

Don't forget that culture is used for researching the social techs needed to output tourism. It's like the science part of the science victory, science gets you the techs, but then you actually need to implement that tech and finish the projects.

It's not about difficulty, we can implement counter balance measures to make it equally as difficult after this change.

The point is to make the specific executive decision matter more.
While at the moment its mostly irrelevant, and doing things to improve it is mostly irrelevant
