BUG: Portugal can't trade with City States
Apparently I can only trade with myself or the nearest non-CityState Civ. There are City States between me and the next Civ, and I can't trade with them, even though I am the Suzerain. What's going on? Is this by design?

Portugal can only have international trade routes to cities who are coastal or have a harbor.

This is your answer.

It's the way they chose to balance with the huge amount of benefits Portugal gets from their international routes (more benefits, lesser places to trade from, depending on map configurations).
If the CS is near a coast, you can try sending more envoys until their borders grow to a coastal tile and hope they build a harbour there. But... you'll be spending envoys that you might need somewhere else.
Decisions, decisions and more decisions to make. :)

The actual bug is that Portugal still can get the "Send a Trade Route" mission from City States it physically can't send one to, which will subsequently never go away. So by midgame, you're basically never getting another envoy through fulfilling a CS missions.

I do have trade relations a Joao with Gandhi/hatomot/Pedromoto. No mods ( I deleted the documents/my games/civ 6 directory , and the target directory 21 GB had to be reloaded ( my internet connection is comparatevily slow ) , plus the 289070.acf file, and I didn´t find the corresponding settings file in the windows partition/programs86
still: no achievement
so: who did the error thing?

We need to get a freaking "refuse this quest and give a new one next era" option already.

Don't know if it was done on purpose, but has all the signs of being something the devs left unatended.
Hoping for a patch with a solution for this (and some other stuff too) coming soon.
The "skip quest for the next era" could be it, but they would have to make this situation an exception (and not available for any other quest types).
Or they could implement the code lines to give that quest only if the CS has coast tiles within 3 tiles from its city center.

I'm not positive but I think declaring war may clear the quest.

It does... but it also permanently removes all of your current envoys with that city-state.

Ahh, right. So not very helpful, lol.

But perhaps something early game when you may have zero.

War declaration otherwise will only help if you can bait the CS’s suzerain to declare against you.
