Pillaged dockyard

Hi I'm playing as England and my Royal dockyard has been pillaged. So I bought a builder to repair it. how ever it doesn't have a tile it can move on to. Any ideas on how to fix my dockyard.

It is a district. You have to do it through the production menu.

and, harbors are frequent pillage targets. If you do not have a boat to defend it or multiple high powered ranged units that can sink a boat, you may be better off to let it rot until you can get a boat or some defense for it. Otherwise you just burn a bunch of rounds to repair it, only to have it sacked again.
