Why I can't build Panama canal??

While playing I met Sweden, which spawned at a really bad location for me later on so I reloaded, wiped out and opened tec for canal and Panama canal.

Problem is it won't build as expected.
I am trying to find out if I can build Panama canal to link the two cities from 12 - 6 o'clock.

I marked out the location where i want to build so could you help me out???

Just checked. Last tile is a hill and looks like Uranium is too close to the right city..

What a shame how AI started out like this..

I think the problem is that your northern city's canal is directly adjacent to the panama canal. If you built that city's canal 1 tile up it should fix your issue.

As said you need to move the top market canal 1 tile higher as canals cannot be creates in Y formations and it WILL connect to you city. Additionally you probably have to have your two market canals built to allow for the panama's rules of construction to be valid. If the marked canals are already built then Ouch one position off valid.

Are those canals already built or are those only markers of where you want to build canals?
Not sure if it alows you to build the Panama Canal without the canals being placed...
