999+ turns to build a district?
I've encountered this issue in a few games now, where fairly late in the game, I suddenly loose the ability to continue to build Districts. All cities with available Districts stall on making them and new Districts are listed as 999+. Is this a feature or bug? (like a Max district number for the civ?).

Also, a stability patch would be nice soon. I've gotten to saving at the end of every turn. This game is probably the last one I'll play for a long while if it doesn't get fixed,

It’s a bug that, IIRC, arises due to an outdated mod. There’re a few threads here during the last six months discussing it.

I have experienced the same problem. And when its not 999+, its sometimes insanely slow for an "online speed" game.

Are the cities in question at low loyalty?

For me it's all cities when it happens. All 100% loyal and content or happy in this case.

But you aren’t noticing excessive times-to-complete aside from those reporting “999+” turns, correct?

Actually... yes. I set a triple-strength Apostle on a city-State with no other religious influence and didn't get a single convert. The population 5 world won't flip for more than a thousand rounds. But production seems unaffected.

I will check out the other discussion.

It's a bug with the Culture Industries policy card exclusive to Dramatic Ages. Only fix is to reload a save before you plugged in the card.

Interesting. Must not happen all the time, because I'm pretty sure I used the card last game with all the same mods. Gotta play with Dramatic Ages on, though.

Sorry about the ambiguity; I was referring to time to complete production in cities. Religious pressure is most likely wholly unrelated to the district bug.

I'm getting this issue as well, and I see it's been around for 4+ months. How has this not been fixed yet?

So this is interesting. I went back to the quick save two turns prior. Culture Industry was on and production was normal. I paid up and switched it out with Colonial Offices and THAT caused the production to go to 999+. So…It seems that it’s the act of removing Culture Industry which causes this in that case. But since the problem exists when I didn’t remove it on the later save, I’m guessing ANY change to policies triggers the problem once it’s been added. Or it just triggers because it wants to trigger.

Tried messing with policies on previous saves, and this seems to be the case. Well, it goes on past my good hard saves (I have auto-save running every turn), unless I want to redo 25 turns to the previous paranoid non-quick save, so I guess this game is toast. Start over…. new game. But not right now. I'm pissed.

If the stability bugs get fixed, I wouldn’t need to save every turn, so fix that too please.

Not in this case. Loyalty was fine. It is definitely the Culture Industry card. it seems any change to policy after this card is chosen causes the problem. At least in this game, with Dramatic Ages.

FWiW, Culture Industry is a golden age card, so it is only available when Dramatic Ages is enabled.
