That aside, here is one of those prior discussions.
Actually... yes. I set a triple-strength Apostle on a city-State with no other religious influence and didn't get a single convert. The population 5 world won't flip for more than a thousand rounds. But production seems unaffected.

Sorry about the ambiguity; I was referring to time to complete production in cities. Religious pressure is most likely wholly unrelated to the district bug.
Tried messing with policies on previous saves, and this seems to be the case. Well, it goes on past my good hard saves (I have auto-save running every turn), unless I want to redo 25 turns to the previous paranoid non-quick save, so I guess this game is toast. Start over…. new game. But not right now. I'm pissed.
If the stability bugs get fixed, I wouldn’t need to save every turn, so fix that too please.
FWiW, Culture Industry is a golden age card, so it is only available when Dramatic Ages is enabled.
