I find them to be a great place to build National Parks, thou.
Also, in a plot adjacent to them, placing a preserve becomes handy, for increasing even further their yields.
It's very rare for me to build districts, also. But if I'm playing Ethiopia, it's a place to build as many Rock-Hewn Church (Holy Site) as I can.
There's a chance they only get damaged. But also the chance they wil evaporate.
My advice: if you see a bonus resource adjacent to a volcano or a feature such as marsh/rainforest/forest next to one, it's best to harvest it sooner rather than later as long as you can spare the gold to buy the tile(s) and the builder charge(s) to clear them.
Appoint Liang as governor and promote her with "Reinforced materials" on her promotion tree, then whenever that volcano erupts on your quarries you can flip both middle fingers at the screen and laugh.
