most aggressive militarily? hmm. usually it depends on who got the good continent-corner spot, less tortured by barbarians and maybe a good hut or two. however, I am usually not surprised to see runaways overtaking neighboring ai in Roosevelt, Lautaro, Tomyris, Barbossa, Curtin, Saladin, Mvemba. It's always going to be relative to what's around them, but I find those to be the most aggressive, strangely even over Alex, Shaka or Genghis, who you'd think would be. I guess Genghis will 100% go after city states, but to some degree all will.

In my experience the religious civs can be aggressive. In particular Tamar and Jayavarman can be particularly nasty early game. Rome can be very aggressive if they cannot expand because of you.
