Can't build mine
I am trying to build a mine on some mercury but it is grayed out. I have my builders standing on it. Now it is not inside city borders but im not sure im that affects it.

An area needs to be within your borders (or within a city states borders you're souzerein of) to be able to get improved. The only exceptions are most things build by the pioneers and defensive buildings from special units.

Also keep in mind, that citys can only use improvements within 3 steps from the city center, except luxury and strategic resources

Pioneers = Engineers

Do you have the right tech? (assuming it has a requirement)?

The OP stated that the Mercury was not inside his borders so it is not the tech at issue which is mining but the mercury not being on a legit tile.
