How do I actually send aid?

Don't use the send aid project. Give them gifts of gold instead.

you can produce aid. go to a city production screen, scroll down to bottom and you will see it. its with the city projects that boost great person points.

Personally, I disable the diplomatic victory. In the later stages of the game, it becomes far too easy for an AI to win diplomatically. Yawn. Let the others try to outspend each other for the Diplomatic Victory Points which does nothing to progress their path to victory.

However, if I get to ask for aid, I certainly vote for the project. All the idiots are fighting each other to build my bank.

I always vote for aid requests unless who is requesting aid is a threat to me. The AI is gonna keep wasting their production and gold.
