You using a mod or something ? Those techs do not exist normally
Also Hammurabi gets 100% tech progress from Eurekas which means he can get stuff very fast if he end up on a Eureka roll.
There is a tech, in one of my mods that you gain a boost for when you kill an enemy with a scout. And If I remember correctly it is an Industrial Tech. So with Babylon that tech will be instantly gained.
I do not have the pack. However I hope that they have implemented a failsafe where you still require at least 1 turn to get the tech after getting the 100% inspiration and when it can only be researched after getting pre-requisite techs.

There is no failsafe.
Unmodded game in online play and i had muskets, bombards and battleships in 650 bc and only had 3 cities and 20 science each round..... simply focused very hard on production/gold and specific eurekas (if i had focused on great scientists farming, i would have been even faster).
Babylon is the most OP civ that got ever released in any civ game.... like ridiculous OP.... more than godlike.
On deity vs AI it's so ridiculous easy they just can't compete.... had spec-ops while they still had scouts.
Discovering techs long before any prereq techs are done feels so weird.
Ancient Civilizations should be strong in the Ancient era, then their potential plateau and ride on their early advantage, not be absurdly OP for the entire game and able to close it before anyone even meets it.
For added "fun" - play a TSL Earth map and roll Sumeria & Persia as AI civs
I'm going back to playing Deity as England - that was easier :)
Ideally I'd like to see that if all the pre-reqs are researched then it does give the full research as it currently does. But if not all of the pre-reqs are researched it gives a boost to all but 1 point. That way it does not unlock, but it only needs 1 quick point to research it once you get the other stuff unlocked. A good compromise in my opinion.
