Research either Mining or Animal Husbandry depending on what's around you when you begin. The only time to go Astrology first is if you want Stonehenge (bad idea) or you find a natural wonder on turn 1 or 2). When the Scout completes, start a Builder. When Code of Laws completes pick the Economic card that gives +1 Faith per turn. That way you will be guaranteed a Pantheon at some point even if you get no Faith huts or other bonuses to Faith.
From there, go for Astrology second even if you haven't found a Wonder. If you got the Eureka and can complete Astrology quickly do so and start your Holy Site as soon as the Builder is done. With your Builder, either use him to chop a forest or harvest stone for a production boost on the Holy site (optional, but helpful if your site is due to take more than 10 turns) or upgrade 3 tiles.
Last important step is to start a Holy Prayers project as soon as the Site is done. 2 or 3 of those will get you your Prophet, but if you've gotten enough gold to buy a Shrine, you can go with 2 Prayers projects and let natural GPP do the rest if you're far enough ahead of everyone else to get him that way.
Basically, keep an eye on the Great Person screen every couple of turns and make sure you're in the running for the 60pt Prophet. Don't panic if someone gets Stonehenge. Just plug away at getting that 60 pointer because after that it goes up to 120 and 240 and you don't want that.
PS- the Religion overhaul didn't change the race to a Prohphet much (though the GPP needed might have changed I don't recall
I had a game as Saladin where I got tired of waiting for the AI to get all the prophets. LOL
You'd have to demonstrate how you think the AI is cheating, because it doesn't.
One thing they don't get a bonus towards to, is great person points.
The religion overhaul also didn't change that or how you get a great prophet. It even lowered the chance of several Civ's to persue religion at all.
There is nothing after the religion overhaul that makes it harder for you to get a Great Prophet.
I have changed nothing about how I got Great Prophets, and it still works. If you're playing on higher difficulties, the AI isn't cheating, those are the rules for that difficulty setting which you're made aware of going in.
I tried on measly Emperor (wanted to go for easy cultural France game) - went Holy site + Shrine immediately and added Revelation asap - still did not get prophet which surprised me. If I would go Stonehenge I would get it though as it was completed I think on turn 70ish only (epic speed) which is doable faster by player.
It's not really that valid. The key is not to use the policy card, but instead to use the Holy Prayers project 2-3 times as soon as your district is complete (don't even build a Shrine most times).
