Could be that the actual DLC isn't released yet? I'm not seeing it in my DLC list and I own the season pass.

The Byzantium_Gual DLC is in the folder, so it got downloaded but something must be screwed up in its format. Nice that mod makers can get stuff to work but the game developer can't?

Yeah. It's not on the store at all. But it is available for purchase at Epic games suggesting that this is an issue with Steam rather than Firaxis/2K.
